Odoo CE taxes at the order level with a single rate. But a bag of chips is exempt in California under Prop 163, a candy bar next to it may not be, and digital add-ons follow yet another rule. Get it wrong high and you overcharge customers and lose the sale; get it wrong low and you owe the difference at audit, out of your own margin.
